The repair-or-replace decision on a heating and cooling system changed in 2025, and not because the equipment changed. It changed because of a refrigerant rule, and a homeowner facing a failed compressor in 2026 is making a materially different calculation than one who faced the same failure three years ago.
Nothing about that rule requires anybody to replace a working system. What it changes is the arithmetic on repairing an old one.
What the refrigerant transition actually did
The American Innovation and Manufacturing Act of 2020 directed the EPA to phase down production and consumption of hydrofluorocarbons, the class that includes R-410A, the refrigerant in most residential systems installed over the past twenty years. Under the EPA’s Technology Transitions rule, new residential air conditioning and heat pump equipment has to use a refrigerant with a global warming potential below 700. R-410A sits at roughly 2,088, so it did not qualify. The replacements you will see on spec sheets are R-454B and R-32.
The manufacturing cutoff for new R-410A residential split systems was 1 January 2025. The installation side has been less settled: EPA published a final rule, effective 27 July 2026, allowing units manufactured or imported before that cutoff to continue being installed until existing supplies run out. Some states have gone their own way, and New York codified the original deadline in statute, so R-410A systems cannot be installed there.
Three things follow that matter to a homeowner, and only three.
- Your existing system is fine. Nothing requires replacing working equipment, and servicing R-410A systems remains legal.
- R-410A gets more expensive over time. The phasedown steps production down year by year toward 15 percent of the baseline by 2036. A recharge in 2032 will not cost what one costs today.
- You cannot convert an R-410A system to R-454B. The refrigerants run at different pressures and the equipment is designed around them. A refrigerant question is a whole-system question.
The failure decides more than the age does

Row four is the one worth thinking about in advance rather than in August with no cooling. A compressor failure on a fifteen-year-old system is not a repair decision dressed as a replacement pitch. It genuinely is the point at which the arithmetic usually favours replacement, and knowing that beforehand removes the pressure from the conversation.
The arithmetic, and what to put into it
Round illustrative numbers chosen to show the method, not market averages. Divide the repair by the years of service you would honestly expect afterwards, and compare that against the replacement divided by the expected life of new equipment.
A $900 repair buying four more years costs $225 a year. A $9,000 replacement over fifteen years costs $600 a year. On those numbers the repair wins clearly. Change the repair to $3,500 for a compressor buying three years and it costs about $1,170 a year, and the replacement is plainly better value.
Two inputs people leave out. The first is the operating cost difference, which is real but should be estimated from your own bills and the efficiency ratings rather than from a percentage somebody quotes you; we work through what those ratings are actually worth in our note on what a SEER2 upcharge buys. The second is that on an ageing R-410A system, every future refrigerant-related repair is priced against a shrinking supply, so the expected cost of the next four years is higher than the last four.
What should not be in the arithmetic is a claim that a new system will cut a specific percentage from your bill. Nobody can know that without knowing your house, your ducts and your usage, and the number is usually a sales figure rather than an engineering one.
Before you agree to either
- Get the diagnosis in writing, naming the failed component. “The system is shot” is not a diagnosis.
- Ask what refrigerant the system uses and, if it is a leak, where the leak is and how it was located. A leak that was never found has not been repaired.
- Check the warranty before paying for parts. Compressors and coils frequently carry ten-year parts warranties that survive the original owner, and homeowners pay for covered parts more often than you would expect.
- Get a second opinion on anything above a few hundred dollars, from a firm that was not the one to diagnose it.
- If replacing, insist the new system is sized by calculation, not by matching the old one. Replacing a wrongly sized system with the same wrong size is the most common and most invisible way this decision goes wrong, and it is covered in our guide to sizing.

A failed system in a heatwave is the highest-pressure buying moment in home services, and the industry knows it. If the house is habitable, taking two days to get a second quote costs almost nothing and changes the negotiation entirely.
