A floor in a house with a dog and a toddler faces three separate attacks, and no product resists all three equally. Claws scratch. Accidents introduce liquid that sits until somebody notices. And the cleaning that follows, repeatedly, is its own wear mechanism.
This is not a ranking and we do not name products. It is the failure modes and which material properties actually address them, so you can read a specification instead of a marketing page.
Three attacks, three different answers

Row two is the one households underestimate. A dog accident on a floating floor is not a surface event: liquid finds the seams, reaches the subfloor and stays there. On a wood-based core the plank itself swells permanently, which is covered in our note on vinyl against laminate.
Row three is the one that voids warranties. Steam mops are widely sold and widely prohibited by the manufacturers of the floors people use them on. Read the care instructions before buying the cleaning equipment.
Where the damage actually happens
Damage is not evenly distributed and neither should the budget be. Grit does most of the scratching, and grit arrives at the door, so the first three metres inside an entrance take a disproportionate share of the wear in any house with children and animals.
Accidents concentrate too: near the door, near the water bowl, and wherever a puppy or a toddler spends unsupervised time. Those areas justify a higher specification and a material that tolerates liquid, while a guest bedroom does not.
Two interventions do more than any product choice. A genuine walk-off mat at every external door removes grit before it reaches the floor, and keeping dog claws trimmed removes the mechanism entirely. Neither is a purchase decision, which is presumably why neither gets much attention in a showroom.
The composite core question
Households with small children spend more time at floor level than most, so the emissions documentation is worth asking for rather than assuming. Where a floor contains regulated composite wood, the EPA regime covers it: under TSCA Title VI the agency regulates formaldehyde emissions from hardwood plywood, medium-density fibreboard and particleboard and from finished goods made with them.
Since 22 March 2019 those products must be labelled as TSCA Title VI compliant, certified by a third-party certifier recognised by the EPA. Ask the retailer to show it. This is a documentation check with a clear answer, not a reason for alarm.
A repairable floor beats an indestructible one
Nothing in this category survives a decade of dogs and children unmarked. The more useful property is what happens after damage, and it is rarely discussed.
A click-together floating floor lets a damaged plank be swapped. A glue-down floor does not, easily. Solid wood can be refinished; vinyl and laminate cannot, because the wear layer or the printed layer is gone for good. So buy an extra box or two from the same production run at the time of purchase and store it. Matching a discontinued pattern in year four is the expensive version of that decision, and it is the single most useful thing a household with pets and children can do at the point of sale.

What is the most scratch-proof floor for dogs?
No residential floor is scratch-proof, and treating any claim of that as literal leads to disappointment. What helps is surface hardness, a thicker wear layer on vinyl, and a matte or textured finish that disguises what does happen. Trimmed claws and a walk-off mat at the door reduce the mechanism more than a product upgrade does.
Will a waterproof floor survive dog accidents?
The plank will. Liquid still travels through the seams to the subfloor and sits there, and that is where odour and damage come from. A polymer core plus prompt cleaning is the realistic combination. Check what the warranty says about standing water and subfloor damage before relying on the word.
Can I use a steam mop?
Frequently not, and using one anyway voids many warranties. Steam drives moisture into seams on exactly the floors households buy for their water resistance. Read the manufacturer’s care instructions before buying cleaning equipment, and keep them with the warranty.
Is carpet a bad idea with pets and children?
It depends where. Carpet absorbs accidents into backing and underlay, which is why it fares badly in entrances, playrooms and anywhere a dog sleeps. In a bedroom it is warm, quiet and cheap to replace. The decision is per room rather than per house.
