Bathroom remodel bids: the line items that move the total most

No federal average exists, so we do not print one. What moves the number instead: pre-1978 demolition rules, how the wet wall is built, a fan that genuinely exhausts outdoors, and whether any fixture moves.

There is no federal average for a bathroom remodel, and we are not going to invent one. Bathroom pricing is set by what is behind the walls, what has to be moved, and what the age of the house obliges the contractor to do before anyone lays tile. Those are the items to make a bid name.

One figure does circulate and gets misread: HUD’s Older Adults Home Modification programme has a $5,000 per-home ceiling. That is a grant cap on what the programme will fund, not a statement about what work costs.

Demolition, and the pre-1978 question

The first driver has nothing to do with taste. If the house was built before 1978, paid work that disturbs painted surfaces has to be performed by an EPA-certified firm under the Renovation, Repair and Painting rule.

The detail that catches people out is the scope of the minor-repair exemption. It does not apply to demolition. A bathroom gut is demolition, so a small square footage does not release the job from the requirement, and containment, certified workers and cleaning verification all sit inside the price rather than beside it.

This is the single cheapest thing to check before quoting begins, because the answer changes which firms can legally bid. Ask for the firm’s EPA certification, not a reassurance about it. Our note on contractor checks covers how to verify it.

The wet wall is a construction decision, not a finish

EPA guidance on remodelling and indoor air quality is direct about the objective in a bathroom: build wet walls so water stays out of the wall cavity. What that costs depends on which assembly is specified, and this is where bids diverge invisibly.

The EPA Indoor airPLUS specification is a voluntary programme rather than a code, but it is useful here for a different reason: it names the line items in language you can put in a contract. It excludes paper-faced backer board in tub and shower areas, calling instead for cement board meeting ASTM C1288 or a membrane with an ICC-ES AC 115 evaluation report.

Paper-faced backer behind tile is cheaper and faster, and it is the classic budget substitution. Naming the alternative explicitly in the bid is how you stop it happening without having to police the site.

The fan is a specification, not a fixture

EPA guidance is that a bathroom fan should exhaust to the outdoors, and Indoor airPLUS points at ASHRAE 62.2-2019 for the rate: 25 cfm if it runs continuously, 50 cfm if it is intermittent. A fan venting into an attic or a joist bay meets none of that and is a genuinely common finding.

ENERGY STAR adds the efficiency and noise criteria worth writing into a bid. For fans rated 10 to 89 cfm, the threshold is at least 2.8 cfm per watt and no more than 2.0 sones. There is also an installed-performance criterion that matters more than the box rating: airflow measured at 0.25 inches water gauge must be at least 70 percent of the 0.1 inch rating.

That last one is the difference between a fan that works and a fan that is technically present. Long duct runs, flex duct and tight bends all raise static pressure, so the number on the carton is measured under conditions your ceiling may not offer. Specify duct size and route, not just a model.

Moving plumbing, and the floor at the fixtures

Relocating a toilet, a tub drain or a shower is the biggest single swing between two otherwise similar bathrooms, because it means opening the floor, reworking drain lines and satisfying an inspection. We are not going to publish a price for it, because no federal source sets one and it depends on joist direction, stack location and whether the floor below is finished.

The decision that saves the most money on most jobs is simply keeping fixtures where they are. A layout change is a legitimate thing to want; it is just worth knowing it is the expensive want rather than a detail.

On flooring, EPA guidance is to avoid carpet at bathroom fixtures, and Indoor airPLUS calls for hard-surface flooring within four feet of them. That is a spec line, and it is cheap to include and awkward to retrofit.

What to require on the bid

  1. Pre-1978 status and, if it applies, the firm’s EPA RRP certification, with containment and cleaning verification priced in rather than assumed.
  2. The tub and shower backer named by product, with paper-faced board excluded in writing.
  3. Fan model, rated cfm, sones, and the duct route to outdoors, plus who verifies installed airflow.
  4. Whether any fixture moves, stated per fixture, with the drain work described.
  5. Hard-surface flooring within four feet of fixtures, and what happens if rot is found once the floor is open.
